Abstract:
TRANSTRUC is a statewide bridge and culvert database of transportation structures. It includes all bridges and culverts inventoried by the Vermont Agency of Transportation (VTrans). It also include some local culvert and bridge information collected by RPCs and Municipalities. Additionally, the dataset includes subset of structures inventoried by the Vermont Agency of Natural Resources (ANR) in support of their Geomorphic Assessment Initiative.
TRANSTRUC has been developed in accordance with the "VGIS Bridge & Culvert Data Exchange Standard" (<http://www.vcgi.org/techres/standards/>). The database is distributed as an MS Access 2000 database containing multiple tables.
There are 4 tables of primary interest, including 1) BC_LocalInventoryTable, 2) BC_VTransInventoryTable_Primary, 3) BC_VTransInventoryTable_Other, and 4) BC_GeomorphicInventoryTable. The X_COORD/Y_COORD values in these tables can be used to generate a GIS layer (search for "x,y, coordinate data, adding to maps" in the ArcGIS help Index). Refer to the VGIS B/C Standard for additional information about the tables and attributes in the TRANSTRUC.MDB database. VCGI also offers the database in two other formats; 1) ESRI shapefile and 2) ESRI ArcGIS Personal Geodatabase.

All attributes have values that are within specific domains as defined by the "VGIS Bridge & Culvert Data Standard". However, there are are number of records that don't meet the standard. They have been flagged with QC_FLAGs (refer to QC_FLAG attribute below). Generally this is limited to a small number of special cases which will be resolved over time.
Logical_Consistency_Report:
The TRANSTRUC data layer includes all bridges and culverts listed in VTrans's Bridge Inventory System (BIS). The BIS includes all long/short structures (long >= 20ft, short < 20ft >= 6ft) on Interstate, U.S., and State highways. It also includes long structures on town highways (class 1,2,3, and 4 roads). The BIS no longer contains inventory records for town shorts. However, VCGI used an old set of town short records from VTran's Mainframe system as a guide. As a result, the TRANSTRUC layer includes all long/short structures on Interstate, U.S., State, and town highways. There are a number of structures with special coding issues. These include bridges along the state border with New Hampshire and New York, those not managed by Vermont (QC_FLAG = NYM or NHM). They were assigned STRUCT_NUMs from the respective state's inventory database and tagged with a QC_FLAG (refer to QC_FLAG documentation in Entity_and_Attribute_Information below). Other special cases include structures that need to be field checked by VTrans (QC_FLAG = FC), structures which potentiall overlap (duplicate) other structures (QC_FLAG = POL), and structures which overlap other structure along a town boundary (QC_FLAG = BNDOL).
ANR GEOMORPHIC ASSESSMENT INVENTORY NOTES: The VT Agency of Natural Resources (ANR) has submitted a copy of its structures data (bridges/culverts) from the Stream Geomorphic Assessment Data Managment System (SGA-DMS) to VCGI for integration into TRANSTRUC. The data was submitted in a format which is compliant with the VGIS B/C Exchange Standard. The data included the following required "state fields" as defined in the standard (as well as geomorph specific attributes). STRUCT_NUM, CATEGORY, LOCMETH, SRCORG, X_COORD, Y_COORD, FIPS6. These attributes were "joined" to the master SGA-DMS records/points using a "spatial join operation" to attach those records in VOBCIT which are within a certain spatial proximity of SGA-DMS records/points. Therefore the values for these 7 fields reflect what is in VOBCIT, not what was actually captured in SGA-DMS. Mismatched records are possible, therefore the data should be used with caution.
LOCAL INVENTORY NOTES (for data provided by RPCs and/or Towns): These notes apply to data originally provided by Towns and/or RPCs to VCGI. VCGI integrated these into TRANSTRUC. These have been subsequently loaded (1/1/2007) into VT Online Bridge & Culvert Inventory Tool (VOBCIT). As a result the following notes are a historically snapshot which will be purged from the metadata as some point in the future.
- Hyde Park (2002 data) VCGI received culvert data from Lamoille County RPC. "Culverts were inventoried before we arrived and distances between culverts were recorded with a wheel. We had hoped to use this information in helping to reconcile what turned out to be spotty GPS data on culverts. (We had 2 different road crew members accompany us, but even with both in the vehicle they were unable to identify many culverts.) The inventory information and the GPS information were very difficult to reconcile. In some cases we collected more culverts than were inventoried and often the distances measured by the town crew appeared unreliable based on our GPS. In the end, we located 470 culverts. Each has an inventory record, though some inventory data are incomplete. Approximately 113 of these culvert point features were not GPS-based but were entered by in post-field review of all the available data." Robert Turner, R. J. - Barnet, Brighton, Ryegate, and St Johnsbury (2002 data) VCGI received culvert data for these towns from Lyndon State College. The data was reviewed by VCGI. It meet all requirements specified in the "VGIS Bridge & Culvert Data Standard". A few corrections had to be made. The data was then integrated into the master TRANSTRUC layer.
- Bolton, Charlotte, Hinesburg, Huntington, Richmod, Shelburne (2002 data) VCGI received culvert data for these towns from Chittenden County RPC (CCRPC). The information was collected by a CCRPC Intern. The data was reviewed by VCGI. The data generally meet VGIS requirements, however, duplicate STRUCT_NUMs and overlapping points had to be removed by VCGI.
- 85 additional towns were integrated into TRANSTRUC in 2004. Refer to the associated lookup table called TRANSTRUC_INTEGRATION_LOG. This tables includes a list of towns and when the were integrated, along with some notes.
- 36 additional towns were integrated into TRANSTRUC in 2005. Refer to the associated lookup table called TRANSTRUC_INTEGRATION_LOG. This tables includes a list of towns and when the were integrated, along with some notes.
- 62 additional towns were integrated into TRANSTRUC in 2006. Refer to the associated lookup table called TRANSTRUC_INTEGRATION_LOG. This tables includes a list of towns and when the were integrated, along with some notes. The data was then submitted to VTrans for integration into VOBCIT.
- ALL updates after 1/1/2007 have been made via VOBCIT.

A variety of methods and sources were used to create the TransStructures_TRANSTRUC data layer. The majority of the bridge/culvert points were digitized from RF5000 scale digital orthophotography (from the VT Mapping Program). VCGI used the intersection of RF5000 scale roads (TransRoad_RDS) and surface waters for those features that could not be identified on the orthos. A lesser number of points were captured using dynamic segmentation (based on bridge mileage) and points extracted from VTran's Highway Mapping System (HMS). GPS was used to capture most of the local culvert data. Refer to the LOCMETH attribute the determine how a specific point was digitized/located. Many of the bridge and culvert points were derived from existing datasets including data created by VCGI, VTrans, and RPCs. Refer to the SRCORG attribute for more information.

VCGI received an updated version of T_SINVENT_SEC from VTrans. The original one had problems. VCGI loaded the new data into the VGIS Data Warehouse. VCGI also created DBF version to T_SINVENT_PRIM and T_SINVENT_SEC for those who have problems reading the MDB versions. VCGI checked-out a copy of TRANSTRUC to VTrans for update on 5/7/2004. An updated version of TRANSTRUC was checked-in on 6/24/2004. UPDATE SUMMARY - VTrans deleted 22 points (refer to TRANSTRUC.DELETED). 17 points were added (UPDACT = A) and 5 were moved (UPDACT = M). Quality control scripts and reports were generated in order to verify compliance with VGIS standards. VCGI resolved some attribute coding problems in the added points (eg: null values). VCGI recalculated all points with a RPC = 'UV' to 'TR' since the Upper Valley RPC no longer services any Vermont towns. The revised data was loaded into the VGIS Data Warehouse. VTrans also provided a new copy of TRANSTRUC_SINVENT.MDB, which includes tables dumped from VTran's Bridge Inventory System (BIS). VCGI created DBF versions of the T_SINVENT_PRIM and T_SINVENT_SEC tables for those who can't read MDB files. However, the DBF versions have only a small subset of attributes what were DBF compatible. VCGI also determine that 7 bridge points did not have matching records in the new TRANSTRUC_SINVENT.MDB dump. This problem has been communicated to VTrans and will hopefully be resolved in the near future. Release 2004-1

Prep work - Selected records out of transtruc_point with UPDACT = M and A (2 records). Saved to transtruc_AddsMoves - Created a VTRANSADDS and VTRANSMOVED coverage - Exported transtruc_modified to INFO file (transtruc.struct_num_changelog). - Exported transtruc_deleted to INFO file (transtruc.deletednew).
Integrate updates
-Deletions - Merged transtruc.deleted with transtruc.deletednew. Added STRUCT_NUM and xy coordinates to delete table. - Deleted 18 points in TRANSTRUC deleted by VTrans (those documented in deletednew). Did not tag 70003200631420X for deletion. No way to determine if TL structure added by VTrans should actually replace the 2 foot diameter culverted by by SW RPC. As a result the point has been kept.
-Adds/Moves - There was one point moved by VTrans (VTRANSMOVED). It was used to replaced the old point. UPDACT = 'M' - QA/QCed VTRANSADDS using chkitems and qc_codes. Found the following problems - Bad CTCODE/FIPS values (FIXED) - POINTIDs = 0 (FIXED) - Bad RPC codes ('UV' no longer supported). (FIXED) - Duplicate STRUCT_NUMs in Moretown (waiting for VTrans response) (FIXED) - - Calculated ANGLE attribute - Appended VTRANSADD to TRANSTRUC
- Corrected BADPTS - Integrated revised QC_FLAG = BADPT points provided by VTrans (replaced previous 6 points). - One changed to QC_FLAG = FC. - Calced QA_FLAG = '' for two remaining points with QC_FLAG = 'BADPT'. No one can resolve them, so consider it good.
- Modifications to QC_FLAG = SNT points - Replaced existing SNT points with updated points from VTrans

OTHER UPDATES MADE TO TRANSTRUC
- Deleted points with STRUCT_NUM = '?' - PUT points with STRUCT_NUM = '?' to a coverage called QUESTIONPTS - Pulled these records into TRANSTRUC.DELETED INFO file for history tracking. - Copied QUESTIONPTS.PAT to TRANSTRUC.QUESTIONPTS in case someone wants to deal with it in the future or something.
- Assign a STRC_LBL to records where STRC_LBL = '?'. Used structure number portion of STRUCT_NUM.
- Removed records from TRANSTRUC.NOTES INFO file where STRUCT_NUM = '?'. No way to relate these to points so they were dropped.
- Joined TRANSTRUC.NOTES to TRANSTRUC.NOT_FOUND. Deleted TRANSTRUC.NOTES (only 3 had a match to actual TRANSTRUC points, and the 3 that matched didn't have much to say).
- STRUCT_NUM errors - Fix STRUCT_NUMs in Lyndon State data with 'xx' in Town Highway number portion of number. - Logged changes in TRANSTRUC.STRUCTNUM_CHANGELOG
- Generated new State BIS inventory DBF tables and MDB from data provided by VTrans

Corrected errors in the OWNER field for VTrans_Primary and VTrans_Secondary tables. First all values in OWNER were calced based on the value of STRUCTYPE, where STRUCTYPE = SL/SS/SU then OWNER = '01'. Where STRUCTYPE = TL,TS,TU then OWNER = '03'. VCGI then joined T_SINVENT_PRIM via STRUCT_NUM then calced all OWNER values equal to those in T_SINVENT_PRIM (those which were not equal to NULL). OWNER is therefore derived from a mix of sources, and should be used with caution. The dTRANSTRUC_OWNER PGDB domain and Lookup_OWNER table were revised to reflect the full set of NBIS codes. Refer to November 2005 revision of VGIS Bridge & Culvert Data Exchange Standard for details. Revised data was loaded into the VGIS Data Warehouse.

- Integrated re-submitted data. Several records were tagged with a QCFLAG = MID (Missing Inventory Data). These were records in the BC_VTransInventoryTable_Primary which didn't have matching inventory records in the T_SINVENT_PRIM table.

VCGI received bridge/culvert data for 62 towns from several RPCs. The data was migrated to the new VGIS B/C Data Exchange Standard and merged with the existing TRANSTRUC data. Other data edits were made to ensure consistency throughout data database. Some formatting changes were also made based on a new draft version of the BC Standard (version 2c - draft 2). Metadata was revised and data was submitted to VTrans for loading into the new VT Online Bridge and Culvert Inventory Tool (VOBCIT). The data has NOT been loaded into the VGIS Data Warehouse yet pending final tweaks by VTrans during loading into VOBCIT. VTrans plans to return a modified version to VCGI for posting to the VGIS Data Warehouse. Release 2006A.
