Information About Regional Planning Commissions in Vermont

What Are The Regional Planning Commissions?

Vermont has eleven Regional Planning Commissions, each governed by a Board of Directors composed of representatives from the member municipalities. RPCs are enabled specifically in state law and are subject to specific requirements for planning efforts and membership of municipalities. Staffed with professionals in environmental/land use planning, geographic information systems (GIS), transportation planning, economic development and similar disciplines, these quasi-governmental, non-profit Commissions provide technical guidance and support services to their member municipalities and the public. Since Vermont has no official county government system, these organizations represent planning, economic development and data resource repositories on a regional scale. RPCs help develop local and regional comprehensive land use, transportation and economic development plans which have regulatory recognition in Vermont Act 250 land use proceedings and state agency planning efforts.The VT Association of Planning and Development Agencies (VAPDA) has more information about each RPC.

GIS Systems And Available RPC Data

Each RPC hosts some level of GIS equipment and expertise, typically composed of ArcGISÔ and ArcViewÔ software with several years experience in data development and maintenance. Some RPCs maintain their own global positioning system (GPS) equipment for data collection in the field. Some RPCs are trained in remote sensing imagery processing and have some capacity to process and distribute data in those formats. RPCs are typically the developers and repositories of detailed GIS data for each town in their region since most towns in Vermont do not maintain full-time GIS or planning professionals. GIS data is typically gathered at the 1:5000 scale from orthophotography of various vintages ranging from the late 1970s to the 1990s, but can also be derived from 1:24,000 scale USGS topographic quadrangles when required. Most RPCs prefer to collect and maintain data at the 1:5000 scale, using more coarsely scaled sources only when necessary. RPCs also maintain census and state demographic/economic data and profile reports for their member municipalities and their entire region. Copies of these data and reports are often available from each Regional Planning Commission.

The Vermont Center For Geographic Information (VCGI) stores and distributes many statewide GIS data sets, including some uploaded for distribution by RPCs, but typically does not store and distribute all the detailed GIS data sets available at the Regional Planning Commissions. Regional Planning Commissions adhere to the GIS standards and guidelines for creating, maintaining and documenting geographic data. Copies of the standards and guidelines are available from VCGI.

What Does Data Cost?

Current Vermont law requires RPCs and other public agencies to provide the first thirty minutes of information request processing time free-of-charge, billing data requestors only for the actual cost of reproducing the data as it is normally maintained in either digital or hardcopy output. Special reformatting requests or processing time beyond the initial thirty minutes may be charged at the actual cost. Standard PC ARC/INFO coverages duplicated onto a diskette typically cost less than $10 to reproduce and deliver to a requestor, but the actual cost varies by each data custodian/developer. Call the RPC first to determine an estimated cost for the data you seek.
